To prevent abuse you charge a few $$ per message, which goes to pay for the servers that run the system.

Like, there would be a queue of messages and destination addresses per city. Volunteers print a few messages off the queue and deliver em.

I think the danger of copyright is this: with libre licenses our community has engineered an awesome hack of the IP system.
