Does this #copyright file http://goo.gl/QUfZJ mean that the #Ubuntu themes can't be packaged for other distros? "look and feel" = theme, no?

I ask because the "look and feel" is managed by the trademark policy, but the trademark policy only mentions trademarks (not look n feel).

To be more clear: it only mentions *BUNTU and logos (words and pictures), not look and feel.
